With the passage of the budget, which was approved at last fall's Online
Synod Assembly, a number of reductions in expenditures for our synod's
ministry have been made.  Where we formerly sent 52% of our unrestricted
income to the larger church, we are now sending 35%.  There were also
reductions made in the budget for program expenditures and synod staffing.
Because of these changes, I have been tasked with working with Synod
Council leadership to ensure that our staffing expenditures will not exceed
the budgeted amount.



As a result of these reductions, two staff positions are being eliminated.
Within the past two weeks, and with the consent of the Executive Committee
of the Synod Council, the decision was announced that the positions held by
Karen Idler, AIM, as Executive Assistant and by Pr. Jose Luis La Torre
Cuadros, as Assistant to the Bishop in the Sacramento Office, are being
eliminated as of May 31st, the last day of our Synod Assembly.  Karen and
Pr. Jose Luis will be with us at the Assembly, where we will have the
opportunity to thank them for their good and faithful service over the past
four-plus years.  I pray you will take the time to do so when you have
opportunity - as well as to acknowledge the work of the staff members who
will continue serving our ministry - Bishop's Associate Pr. Nancy F.
Nelson, Assistant to the Bishop Pr. Katy Grindberg, Director of Evangelical
Mission Pr. Carlton Monroe, as well as members of our support staff --
Laurie Gaumer, Diana Rodriguez Suruki and Debbie Cook.



These were very challenging decisions, as I have been blessed in my working
relationships with all of our synod staff, and marvel at the dedication
with which they serve our ministry, often in ways that go unnoticed and
without remark.  Most other synods have faced similar cutbacks in staffing,
and are seeking to serve, as we will be, congregations and ministries in
new and different ways.  During my report at the Assembly, I plan to share
some of the ways that will happen, including utilizing the gifts and graces
of nine geographically placed "Synod Ministers" who will work with
congregations in the call process under the direction of synod staff.  As
painful as these decisions have been, I feel a responsibility to help our
synod move forward and to see what this new staff configuration may offer
us as we adapt to ministry needs of the future.



I ask for your prayers for Karen and Pr. Jose Luis, for all of the staff of
the Office of the Bishop, and for our shared ministry as the Sierra Pacific
Synod.  I look forward to seeing you at Synod Assembly.
